KEvin Gowan, PE

Grid Modernization Engineer, Puget Sound Energy

Kevin Gowan is a strategy engineer for the Grid Modernization department in Puget Sound Energy located in Washington State. He has enjoyed the past 12 years at PSE. Kevin’s recent efforts have been focused on maturing PSE’s approach to innovation in order to advance the electric system, guide and govern grid modernization focused new technology projects, initiated the virtual power plant project, and is a project engineer for several other specific grid modernization projects. In addition to his present role, Kevin has enjoyed his various roles in asset management planning, substation field engineering, electric distribution system planning, wind farm intern, storm response, and managing special projects. He has received his PE in Electrical Engineering, Masters in Power System Engineering, Bachelors in Mechanical Engineering and a minor in Spanish. In addition to his enthusiasm for the electric system, Kevin enjoys spending time in the mountains, climbing to the top of things, traveling to other countries, and a good cup of coffee.

Daniel Kirschen

Daniel Kirschen, PhD

Close Professor of Electrical Engineering, Department of Electrical and Computer Engineering, University of Washington 

Daniel Kirschen is the Donald W. and Ruth Mary Close Professor of Electrical and Computer Engineering at the University of Washington. His research focuses on the integration of renewable energy sources in the grid, power system economics, and power system resilience. Before joining the University of Washington, he taught for 16 years at The University of Manchester (UK). Before becoming an academic, he worked for Control Data and Siemens on the development of application software for utility control centers. He holds a PhD from the University of Wisconsin-Madison and an Electro-Mechanical Engineering degree from the Free University of Brussels (Belgium). He is the author of three books and over 200 scientific papers. He is a Fellow of the IEEE and the Chinese Society for Electrical Engineering.

Henry Louie

Henry Louie, PhD

Father Francis P. Wood Professor, Department of Electrical and Computer Engineering, Seattle University  

Dr. Henry Louie received his PhD in Electrical Engineering from the University of Washington in 2008. He is presently the Father Francis P. Wood Professor in the Department of Electrical and Computer Engineering at Seattle University. He is President and Co-founder of KiloWatts for Humanity, a non-profit organization providing off-grid electricity access and business opportunities in sub-Saharan Africa. In 2015/2016, Dr. Louie was a Fulbright Scholar at Copperbelt University in Kitwe, Zambia. He is involved in collaborative research projects related to off-grid electricity access in the Navajo Nation and is a member of the Navajo Technical University Master in Electrical Engineering Advisory Board. He was a registered Professional Engineer in Zambia and was previously IEEE PES Vice-President of Membership & Image.

Tanya Panomvana, PE, MBA

Principal Electrical Power Systems Engineer in Distribution Engineering, Seattle City Light

Tanya Panomvana is a Principal Electrical Power Systems Engineer in Distribution Engineering at Seattle City Light. She has experience working in a variety of different groups including Network, Streetlight and Standards Engineering. She currently supervises the engineering group responsible for designing distribution systems and services associated with residential, commercial, and industrial projects. She has 18 years of experience managing utility and customer-driven distribution engineering projects. Tanya is a Licensed Professional Electrical Engineer in the State of Washington. She received her Masters in Business Administration and her Bachelors of Science in Electrical Engineering from the University of Washington. She is the 2024 IEEE PES General Meeting Local Organizing Committee Chair.
